Building in an historic environment;
the threats and opportunities

In 2006 Cornwall's mining heritage was incribed as a World Heritage Site. The second workshop, held at CPR Regeneration and Robinson's Shaft in Pool, sought to clarify the opportunities for leisure and business and the planning and development issues.

Ian Lamond of Stephens and Scown gave an introductory paper which set out the current (as of July) planning framework. A summary of this paper is included in this issue of Newslink. This was followed by papers from Chris Smith of English Heritage, Nick Johnson of Cornwall County Council and Dr Alyson Cooper of Carrick District Council which were designed to give an overview of national policy and local implementation.

Cornwall is held in very high regard throughout Europe in the field of landscape character assessment and the workshop was privileged to hear first hand of the issues and opportunities arising from historic designations. It was clear that there are very good economic opportunities for development in such areas and that a partnership between the private and public sector can and does lead to mutual benefits. Aclear message was given; namely it was important for developers to engage with English Heritage and local authorities as early as possible to assist a smooth and successful completion of a project proposal.

Ian Lamond

Ian Lamond is a partner in Stephens & Scown a firm with a national reputation in the minerals sector.He is Leader of the Planning Team and a Member of the Law Society's Planning Panel. He has particular experience of the mining and waste industries and acts for Imerys, Aggregate Industries, Hanson and the mineral operator on Portland Island.

Ian and his team work for residential developers, caravan park owners and other leisure and tourism business throughout the South West. Ian also works in the Lands Tribunal and in recent years has been particularly involved in claims for compensation by mineral operators arising from the impact of the Habitats Regulations on mining sites where they are within SACs or SPAs.

Alyson Cooper

Project Manager, Falmouth HERS & Penryn THI,
Conservation Team Leader, Carrick District Council

Alyson Cooper read History of Art at Manchester University and was then sponsored by the University to complete an MA in Architectural Conservation. She lectured at the School of Architecture and obtained a PhD. She has been a regular contributor to the Architectural Conservation course at the University of Plymouth and external examiner at Bristol University.

She is currently Team Leader of the Conservation Section at Carrick District Council, Project Manager for the Falmouth HERS and Penryn THI, and Branch Treasurer and Cornwall representative for the Institute of Historic Building Conservation.

Nigel Tipple

Chief Executive, CPR Regeneration

In joining CPR Regeneration Nigel Tipple brings with him 15 years experience gained in the delivery of major regeneration programmes in Yorkshire. His responsibilities have included the development of public/private partnerships to deliver key industrial and commercial projects resulting in the creation of thousands of new jobs and the reclamation of extensive areas of derelict land.

Nigel was actively involved in the management and delivery of the Yorkshire Objective One programme. With Leeds City Council he developed leisure services and at the Leeds Development Corporation was responsible for the management and delivery of land reclamation and highways infrastructure capital programme.

He holds an MBA and is a member of the Chartered Institute of Management.

Thelma Sorensen

Chairman, Cornwall and Isles of Scilly Economic Forum,
Chairman, Cornwall Business Partnership

Thelma Sorensen was born into a Cornish farming family. She has had a long career in the insurance industry and worked closely for many years with a large privately owned construction company. She was elected in 2003 to the Chair of the Cornwall and Isles of Scilly Economic Forum, a position she currently holds and, as such, has played a key role in writing Strategy and Action and in the planning of the Convergence programme.

She passionately espouses the role of the private sector in the development of Cornwall’s future economic growth in partnership with the public sector.Thelma has played a leading role in developing new approaches to planning in order for the system to meet the needs of a modern Cornish society.

Chris Smith

Territory Director,West Midlands & South West England,
English Heritage

Chris Smith, has been an historic Environment management professional since 1974. He has worked for local authorities in the North East and South West of England. After 6 years with a Community Development Trust in the post-industrial Valleys, he joined English Heritage.

Whilst Assistant Regional Director in the South West region, he worked with the South West Regional Development Agency, local authorities and other partners towards the establishment of the Gloucester Heritage Urban Regeneration Company. He is an observer on the GHURC Board. He is now Territory Director for the West Territory in the Planning and Development Group. He co-ordinates the Urban Panel, which is jointly owned by CABE and English Heritage and which undertakes senior peer group reviews of major urban issues.

Ian Morrison

Team Leader,Devon, Cornwall and Isles of Scilly, English Heritage

Ian Morrison has worked for English Heritage since 1993, for the last eight years as an Inspector of Ancient Monuments for Devon and Cornwall. In 2004 he was appointed to Team Leader of the multidisciplinary Devon and Cornwall team in the South West Planning and Development department.

He has two degrees in archaeology and is a member of the Institute of Field Archaelogists. He is also a Fellow of the Royal Society of Arts.

Deborah Boden

Manager,Cornwall and West Devon Mining Landscape World Heritage Site,Member of the Local Authority World Heritage Forum

Deborah Boden has a BA (Hons) in History from the University of Wales, Cardiff, and a Post Graduate Diploma in Museum Studies from the University of Leicester. She has worked in museums throughout the country. Appointed in 2003 to lead the Cornish World Heritage Bid. Deborah Boden, as Project Co-ordinator, successfully led the process to Inscription in 2006. In 2003 she led partner museums (including the Royal Cornwall Museum in Truro) in achieving £10m government funding for a three year programme of investment and capacity building.

Deborah is now involved in consolidating the World Heritage Site and is actively promoting an extension to the current World Heritage Site inscription to the Cornish Diaspora and the legacy left by miners in countries as far afield as Mexico and Australia.
